These communities can be smaller than local councils, but may also cross council or even State/Territory borders. Better coordination and collaboration at all levels of government is required - but if there is no representation of charites and not-for-profits, no ongoing voice about needs within communities, it will not work.
Central government planning for local community needs without the active engagement of local communities and those who work with them is a recipe for wasting time and resources.
